DTCM is empowered by the Government to issue legislations and instructions from time to time that govern Dubai’s tourism industry. These activities of DTCM allow it to ensure a high level of visitor and customer experience across the full tourism value chain. In particular it is responsible for the classification of hotels, hotel apartments and guest houses; issue, renew, amend and cancel licences of all tourism related activities such as tours; issue permits, for entertainment events, conferences and exhibitions, among others.
Its responsibilities include:
- Simplifying procedures in a practical way meeting the general system requirements and quality criteria as well as the customers' interest in accordance with the DTCM's general policies
- Following-up with the tourism licenses according to the UAE laws and Administrative Orders while observing the Arabic and Islamic traditions and values, contacting other Government Departments, when necessary.

Classification
In accordance with the provisions of Law No. (1) of 1997, and with instructions of H.H. General Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, Chairman of DTCM, the Department worked with other interested parties and developed a clear and objective system of classifying visitor accommodation, covering all hotels, guest houses and furnished apartments in Dubai. It stipulates the minimum level of facilities and services offered to tourists in each type of accommodation to ensure customer experience.
Permits & Inspections
DTCM is responsible for administrative tasks related to the issuance of permanent/temporary tourism activity permits, follow-ups and inspections of such authorized activities to ensure their compliance with the laws and regulations implemented in Dubai. The Department is directly responsible for the efficient issuance of permits and control over the concerned establishments, imposition of fines on violators, and completion of entertainment transactions at the concerned departments.
