Holiday Homes

Our Holiday Home Services are part of a suite of government regulations aimed at improving the offer of holiday homes as an accommodation option for Dubai’s visitors. Since the option to allow private homeowners to apply for a holiday home permit and start leasing their properties directly was introduced, the sector has seen significant growth. We see effective regulation as crucial to increasing competitiveness, transparency, safety and standardisation.

Apply for a permit

To apply for a permit to operate a holiday home as an individual or a company, follow the steps below.

Required documents

  • Copy of the licence of the company under the activity of ‘holiday homes’ (issued by the Department of Economic Development)

Steps

  1. Visit: hh.dtcm.gov.ae/holidayhomes/
  2. Enter the details of the company and Manager data
  3. Download the required documents from the website
  4. You can sign up on the website and you will receive an e-mail notification with your username and password to activate your account
  5. Once you submit your application you will receive approvals within one working day The above will eb communicated by receiving a confirmation e-mail to activate your account

Service fee: FREE

Get permission to operate

To request permission for a holiday home rental company to operate a unit as a holiday home, follow the steps below.

Required documents

  • Property ownership contract
  • Passport copy of the individual owner or the authorised director, or incorporation documents with the legal owner
  • Authorisation letter from the owner using the DTCM form
  • A DEWA invoice within a period not exceeding 90 days in the name of the owner or operator

Steps

  1. Visit: hh.dtcm.gov.ae/holidayhomes/
  2. Enter the details of the property
  3. Download the required documents
  4. Once submitted you will be able to track the status of the application through the account
  5. If required, you will be able to choose the housing classification requirements available and undertake to complete work to bring the property up to standard
  6. Fees can be paid online or in person by visiting the Dubai Tourism department
  7. As a final step you can obtain an electronic authorisation through the account

Service limitation: duration of the permit is between 3-12 months

Two rooms - AED670
Three rooms - AED970
Four rooms and above - AED1,270

Change of manager

To request to change a unit manager of an operating holiday home, follow the steps below.

Required documents

  • Copy of the director's passport
  • Copy of the director’s residence visa
  • Copy of the company licence

Steps

  1. Visit: hh.dtcm.gov.ae/holidayhomes/
  2. Enter the details of the manager
  3. Download the required documents
  4. Once submitted you have to await verification and approval or rejection of the application request
  5. Approval of the application will be within one working day
  6. You will receive a confirmation email to activate your account

Service fee: FREE

Average time for completion: one working day

Registration of administrators

To register an administrator in the system for a holiday home, follow the steps below.

Required documents

  • Copy of the administrator’s passport
  • Copy of residence visa

Steps

  1. Visit: hh.dtcm.gov.ae/holidayhomes/
  2. Enter the details of the administrator
  3. Download the required documents
  4. Once submitted you have to await verification and approval or rejection of the application request
  5. Approval of the application will be within one working day
  6. You will receive a confirmation email to activate your account

Editing a category

To edit the information/category of the unit classification for a holiday home, follow the steps below.

Steps


  1. Visit: hh.dtcm.gov.ae/holidayhomes/
  2. Select EDIT
  3. Choose the relevant category
  4. Choose the housing classification requirements available and undertake to complete the required work
  5. Fees can be paid online or in person by visiting the department
  6. Obtain the required electronic authorisation through the account

Service fee: AED70

Cancellation of a residential unit permit

To edit the information/category of the unit classification for a holiday home, follow the steps below.

Steps

  1. Visit: hh.dtcm.gov.ae/holidayhomes/
  2. Select CANCEL
  3. Enter the reason for cancellation
  4. Fees can be paid online or in person by visiting the department
  5. System data is updated automatically

Service fee: AED70

Guest check-in and check-out services

To check in or check out a guest from a holiday home, follow the steps below.

Required documents

  • Passport copy for all nationalities, or ID for GCC nationals

Procedures and steps of registration service

  1. Visit: hh.dtcm.gov.ae/holidayhomes/
  2. Enter guest data when checking out
  3. Download the required documents
  4. Log out whilst checking out

Service fee: Tourist dirham fees (by classification and number of rooms and nights) per unit

Registration on the system

To register the operation of a holiday home for an owner or tenant follow the steps below.

Required documents

  • Passport copy (expatriates and non-residents of the UAE) or Emirates ID (citizens/residents)

Steps

  1. Visit: hh.dtcm.gov.ae/holidayhomes/
  2. Enter the data from the landlord or lessee
  3. Download the required documents
  4. Receive an e-mail notification with your username and password to activate your account
  5. Fees can be paid in person by visiting the department
  6. You will receive the approval when paying directly and activate the account

Service fee: : Registration fees for individuals owning property or tenants - AED 1520

Average time for completion: Dependent on your payment transaction.

Authorisation request for each unit

To request authorisation for each unit for the owner or tenant of a holiday home, follow the steps below.

Required documents

  • Property ownership contract
  • A DEWA invoice within a period not exceeding 90 days in the name of the owner or operator

Steps

  1. Visit: hh.dtcm.gov.ae/holidayhomes/
  2. Enter the data of the property
  3. Download the required documents
  4. Once submitted you have to await verification and approval or rejection of the application request
  5. Track the status of the application through the online account
  6. Choose the housing classification requirements available and undertake to complete the required work
  7. Fees can be paid online or in person by visiting the department
  8. Obtain an electronic authorisation through the account

Obtaining a tenant permit

To request authorisation for each unit for the owner or tenant of a holiday home, follow the steps below

Required documents

  • Property ownership contract
  • The lease contract for the individual provided that there is a stipulation to allow them to return the lease
  • A no-objection letter duly signed by the owner and a copy of their passport
  • A DEWA invoice within a period not exceeding 90 days in the name of the owner or operator

Steps

  2. Enter the data of the property
  3. Download the required documents
  4. Once submitted you have to await verification and approval or rejection of the application request
