Since the option to allow private homeowners to apply for a holiday home permit and start leasing their properties directly was introduced, the sector has seen significant growth. We see effective regulation as crucial to increasing competitiveness, transparency, safety and standardisation.

Apply for a permit
To apply for a permit to operate a holiday home as an individual or a company, follow the steps below.
Required documents

Copy of the licence of the company under the activity of ‘holiday homes’ (issued by the Department of Economic Development)

- Download the required documents from the website
- You can sign up on the website and you will receive an e-mail notification with your username and password to activate your account
- Once you submit your application you will receive approvals within one working day

Get permission to operate
To request permission for a holiday home rental company to operate a unit as a holiday home, follow the steps below.
Required documents
- Property ownership contract
- Passport copy of the individual owner or the authorised director, or incorporation documents with the legal owner
- Authorisation letter from the owner using the DTCM form
- A DEWA invoice within a period not exceeding 90 days in the name of the owner or operator

- Download the required documents
- Once submitted you will be able to track the status of the application through the account
- If required, you will be able to choose the housing classification requirements available and undertake to complete work to bring the property up to standard
- Fees can be paid online or in person by visiting the Dubai Tourism department
- As a final step you can obtain an electronic authorisation through the account

Change of manager
To request to change a unit manager of an operating holiday home, follow the steps below.

- Copy of the director’s residence visa
- Copy of the company licence

To check in or check out a guest from a holiday home, follow the steps below.

Registration on the system
To register the operation of a holiday home for an owner or tenant follow the steps below.

Passport copy (expatriates and non-residents of the UAE) or Emirates ID (citizens/residents)

- Fees can be paid in person by visiting the department
- You will receive the approval when paying directly and activate the account

Authorisation request for each unit
To request authorisation for each unit for the owner or tenant of a holiday home, follow the steps below.

- A DEWA invoice within a period not exceeding 90 days in the name of the owner or operator

- The lease contract for the individual provided that there is a stipulation to allow them to return the lease
- A no-objection letter duly signed by the owner and a copy of their passport
- A DEWA invoice within a period not exceeding 90 days in the name of the owner or operator
